I have awards of both Care under Special Rules and also a Mobility award. Both were made in the mid 90s when I developed AIDS.

Just spoke to someone at THT - they said that a special rules award entitled me to both care and mobility at highest rate. Surely this is wrong?
Under "Special Rules" your application is "fast tracked" through the system as it is expected you have shortened life expectancy (6 months) and therefore will have both care & mobility issues. These are awarded at the higher rate.
When you are reviewed or make a new application you fill in the form. From the questions asked, answers given and supporting medical evidence a Decision Maker makes a determination on your care needs and the level of an award as well as your mobility needs and level of award.
